James Armour is a clinical social worker and doctoral-level practitioner with over 4 years of experience working directly with unsheltered and chronically homeless adults. His career has spanned frontline street outreach, program development, clinical supervision, and organizational consulting for municipal homeless services.

Recognizing the persistent gap between available services and client engagement, James developed the Street Outreach Trust and Service Engagement Toolkit (SOTSET) — a comprehensive, evidence-based toolkit that transforms how outreach teams connect with and retain unsheltered individuals in services.

His approach integrates motivational interviewing, stages of change theory, trauma-informed care, and strengths-based practice into a practical, replicable system that any organization can adopt.
